The graph below was created with data from the www.theglobaleconomy.com/ web site – for the period 1996 to 2013.  It shows a very interesting trend. Spending increased with Congress rule between 1996 and 1999. Then under the BJP between 1999 and 2004, it started falling. There was a upswing again under Congress rule starting 2005.
